PNND Co-President Senator Ed Markey, sponsor of the No-First-Use Act, and US House of Representatives member Ro Khanna have introduced the Investing in Cures Before Missiles (ICBM) Act to stop development of new replacement Intercontinental Ballistic Missiles (ICBMs) and use the ICBM budget instead for COVID relief and vaccination development.
The ICBMs are the sector of the US nuclear weapons arsenal that are primed, ready for use within minutes in a first-use scenario. Adoption of NFU policy would remove the main justification for the ICBMs, paving the way for further stockpile reductions and bilaterlal and multilateral arms control and disarmament agreements.
