Zhou Bo will draw on a recent article in Foreign Affairs to spell out the nuclear risk reduction potential of a P5 no-first-use agreement and to describe the diplomatic steps that could, in his view, result in such an agreement. He will also explain why the Chinese government has embarked on a modernisation of its nuclear force, addressing one question in particular: is the purpose of modernisation to enhance deterrence by strengthening China’s retaliatory, second strike capability or is the purpose to acquire a first-strike, counterforce capability akin to that of the United States?

Biography

Zhou Bo is a Senior Fellow at the Centre for International Security and Strategy at Tsinghua University and a retired Senior Colonel in the Chinese People’s Liberation Army. He is also a former Deputy Director General for Arms Control in the Ministry of National Defence of the People’s Republic of China.
