Jeffrey Sachs' peace plan for Ukraine / OSCE Summit of Heads of State

Jeffrey Sachs has proposed a peace plan for Ukraine that addresses the root causes of the war.

The proposed solution is grounded in the concept of “common security,” drawing upon the 1975 Helsinki Accords and the 1990 Charter of Paris. Following this same logic—given that Helsinki 1975 and Paris 1990 were summits of the heads of state of the participating CSCE nations—Sachs suggests organizing a new OSCE summit (the first since Astana in 2010) to oversee the peace agreement. This is essentially the same thing I have been proposing.

Regarding NATO, Sachs proposes—or rather, demands—that the alliance retract the 2008 Bucharest Declaration, which had opened the door for Ukraine’s potential accession to NATO. Ultimately, this points toward my own formula: “More OSCE, less NATO.”

The tragicomedy inherent in all these “revolutionary discoveries” for a lasting peace in Europe is that there is nothing new here at all. Ever since 1975—and especially since 1990—the choice has been between the CSCE/OSCE model of common security (built on disarmament, transparency, and cooperation—a “low-cost” model) and the NATO model of confrontational security (built on rearmament, opaque decision-making, and competition—a very, very expensive model, as we can clearly see now, given that the bills are being presented to us… written in blood). And precisely to force the more expensive product—NATO—down our throats, we are being… bombarded with bellicose messages by factories that manufacture self-destructive consent—factories co-financed by those who profit from the NATO model (the media, “sinktanks,” and an algorithmically-steered commentariat).

Those who argue that NATO should be dismantled are absolutely right—it is just a difficult message to sell (for the reasons mentioned above). That is why I propose an alternative: More OSCE, less NATO. In an ideal scenario, the end result would be precisely the dismantling of NATO—simply because there is no need for both NATO and the OSCE. NATO (and the US) have almost destroyed the OSCE, which proves, once again, that there is no room—or need—for both.

By analogy, the tactic of proposing a balance between two competing ideas could also be applied to the Israeli-Palestinian conflict—specifically through a “one-state solution,” or “equal rights for Israelis and Palestinians.” The internal dynamics created by such an arrangement based on most basic common sense and human rights would heavily favor the Palestinians; theoretically, this would lead to the abandonment of the Zionist project, as a critical number of Jews would “re-migrate” to their countries of origin in Europe or the US. (Naturally, the Zionists are aware of this—or at least sense it—which is why they fight tooth and nail against equality between the two groups.)
