PWH’s postdoctoral fellows help link the University of Pennsylvania to the global policy community through research, publication, student engagement, and public programming. We are seeking excellent scholars who study global affairs and have interests in interdisciplinary outreach and policy relevance. We are particularly interested in applicants whose work engages subjects related to PWH’s thematic research areas: international peace and security, global justice and human rights, democracy, and climate change. The Lightning Scholar program bring untenured, but tenure-track, faculty at either the assistant or associate level from around the world to Philadelphia for a semester or year of writing, fellowship, and bringing the gap between academia and the policy world. The ideal candidates for this program will be looking for an in-residence fellowship away from their home institution that will provide the space and support to write, but also the opportunity to collaborate with an interdisciplinary and vibrant community of global affairs scholars and practitioners. Perry World House is especially interested in faculty whose work connects to important global policy conversations and who will want to engage in dialogue with some of the many policymakers from around the world who visit Perry World House. In this new piece in Foreign Affairs, Perry World House Faculty Director Michael Horowitz explains the growing role that technology has in war, and how the U.S. military should respond.
“The war that has now raged for more than two years in Ukraine shows that conflicts between states may remain nasty and brutish, but they are not always short,” writes Horowitz. “Countries stand a better chance of enduring such a protracted war with deep reserves of cheaper weapons systems, given that trying to maintain sufficient stocks of more expensive systems will be much more difficult. Focusing on precise mass allows militaries to prepare for the possibility that a war will not finish quickly and that years of combat lie ahead.”
Perry World House Senior Program Manager Thomas Shattuck recently spoke with TaiwanPlus News about how a Kamala Harris presidency could impact Taiwan’s security.
“[Harris] would be the first president to come into office with these existing things. There will not need to be a congressional fight. If there is a fight with congress, it will be over numbers and figures, not over the authority,” explains Shattuck.
