Condemning the resort to zero-sum thinking, Levy laid out a roadmap to complete the ceasefire, install a new government in Gaza and work toward a two-state solution providing security for both Israelis and Palestinians.
He also underlined the importance of adhering to international laws and the bodies designed to uphold them, pointing out Israel’s conduct had violated international law and arguing the international community had failed to hold the state accountable.
Levy’s remarks came as Israel has said it is ready to resume fighting in Gaza at any moment while stalling talks to advance to phase two of the ceasefire. It has also delayed the release of 620 Palestinian prisoners scheduled for phase one of the ceasefire agreement.
Instead, Levy offered a “checklist” of points he believed could take Israelis and Palestinians from the threat of a renewed war over Gaza to a durable peace.
