To translate:

 

Currently nuclear and ground war planners use GPS (like in our cell phones and cars) for reconnaissance and targeting.  This technology relies on the current constellation of satellites which can be compromised by standard electronic jamming.  

 

A new technology called atom interferometry is being developed which will allow each weapon (ie a nuclear ICBM) to be guided to target by a new self-contained navigation onboard system that is jam proof.

 

This is again another step toward high precision first strike capability which is escalating the new arms race.
