They claimed these British arms wouldn't stay in Israel. They were wrong.

In the halls of Westminster, “re-export” has become a convenient excuse to keep the arms flow to Israel moving. But thanks to CAAT supporters, we have the tools to challenge the government’s claims and hold our politicians to account.

Let’s see what your support looks like in action:

In 2024, the government authorized £120m in arms licenses to Israel under the guise of “onward export” to other countries. They claimed these parts wouldn’t stay in Israel. They were wrong.

Working alongside Declassified UK, CAAT identified that these licenses were actually for Elbit’s Watchkeeper X drone components - with Romania listed as the sole customer of the Watchkeeper programme.

Then came the crucial finding:

Elbit had quietly issued a “force majeure” repeatedly delaying delivery of the contract with Romania – keeping the British components in Israel, in the midst of a genocide.

Because of your support, we didn’t let this slide:

  • Forensic Evidence: We mapped high value licenses to a specific joint drone programme between UK and Israeli arms companies
  • Political Pressure: We wrote to the Business and Trade Sub-Committee on Economic Security, Arms and Export Controls calling for an investigation, and supported our Parliamentary allies to call for accountability, such as Steve Witherden’s public letter to the Business and Trade Secretary.
  • Exposing Gaps: Our work has proved the UK has zero “end-use monitoring,” allowing companies to divert weapons with near-impunity.
  • The Violation: Declassified identified that these drones were being tested in the illegally occupied Golan Heights, a clear violation of the UK’s own export criteria.

Following the publication of Declassified’s investigation, Romania threatened to cancel the more than $400 million contract with Elbit Systems due to delivery delays. This week  conveniently  Elbit Systems has said that it is preparing to start delivery of Watchkeeper X drones to Romania.

But as we all know, Elbit can’t be trusted. The evidence tells a very different story.

CAAT will continue to investigate where exactly these UK-made drone components are now, and what have they been used for.
